UPU: Opening to wider postal stakeholders / Promoting effective technical cooperation

At the 27th UPU #Congress in Abidjan the #UPU Member states agreed to reinforce the UPU’s role as a provider of affordable #technicalsolutions for #postalsector #stakeholders. „Stimulating the #lastingdevelopment of efficient and accessible #universal postal services of #quality in order to facilitate #communication between the inhabitants of the world“ (UPU Mission) requires effective cooperation.
𝟮𝟲 𝘄𝗼𝗿𝗸 𝘀𝘁𝗿𝗲𝗮𝗺𝘀 𝗮𝗿𝗲 𝗽𝗹𝗮𝗻𝗻𝗲𝗱 𝘁𝗼 𝗽𝗿𝗼𝗺𝗼𝘁𝗲 𝗲𝗳𝗳𝗲𝗰𝘁𝗶𝘃𝗲 𝘁𝗲𝗰𝗵𝗻𝗶𝗰𝗮𝗹 𝗰𝗼𝗼𝗽𝗲𝗿𝗮𝘁𝗶𝗼𝗻
The UPU will seek to offer postal sector stakeholders quality advice, training, and technical cooperation to support them in navigating the challenges and opportunities of a fast-changing sector.
Technical cooperation areas for wider postal stakeholders planning to engage and cooperate with the global postal community include:
✓ Alignment of national postal policies and investment in socio-economic development;
✓ Harmonization of the postal sector regulatory frameworks;
✓ Further improvement of DO delivery performance;
✓ Enhancing the number of stakeholders from the private sector and public institutions participating in cooperation frameworks, and facilitating services;
✓ Training of supply chain stakeholders to reduce delivery time (speed and predictability) in the international exchange of postal items;
✓ Legal capacity building: Wider Postal Sector Players (WPSPs) shall be trained by the UPU in post-related legal matters;
✓ Capacity building in the fields of: Quality of Service improvement; QSF; GMS; Addressing and GIS; Product design; ecommerce and integration; Customs; Express Mail Services (EMS); Security; Transport; digital transformation in close alignment with WPSPs, following the UPU Global Postal Model; environment and sustainable development; universal service; regulation and postal policy including remuneration;
✓ Operational standards compliance;
✓ Postal financial inclusion: Advisory services; technical assistance; extension of the global postal payment services network;
✓ Direct marketing capacity building;
✓ Trade capacity building: Provision of technical assistance in the integration of postal services into national trade portals (including process mapping, analysis and streamlining of trade processes) to raise affordability for SMEs to trade via the Post (in line with regional development plans). Identification of key trade development partners who are developing trade portals; and
✓ Disaster Risk Management (DRM), sustainable development and network utilization.
The work streams will result in services and products offered by the postal community in technical cooperation with the WPSPs, based on common #globalstandards, to create a #singlepostalterritory composed of interconnected networks.
