UPDATE & CLARIFICATION: EU VAT e-commerce package: Making the UPU network the most expensive option?

In a LinkedIn comment yesterday, we noted that several #EU postal operators are planning to charge for presentation to customs for low value consignments under the #IOSS scheme, and the potential #impact this could have on the #eCommerce #logistics markets.
In response, both Post Danmark A/S and bpost approached us and clarified that they will not be charging recipients for handling IOSS items. bpost stated that “bpost believes that charging additional #fees to the addressee at the destination is not feasible,” although, “it may be necessary to explore how to engage with senders to recover certain costs when facilitating the IOSS processes at the destination.”
As the markets are adapting to the changes implemented on 1 July 2021, the available information on charges is somewhat unclear, with the details given by postal operators in the publicly accessible #UPU documents still either irregularly updated or insufficiently precise.
In May 2021, Ecommerce #Europe launched a #survey on behalf of its members to clarify the situation regarding IOSS and the new framework conditions being offered by the #postal service providers from 1 July 2021; less than ¼ of all European postal operators provided feedback.
Consequently, the e-logistics Working Committee at Ecommerce Europe decided today to relaunch the survey. We thank Post Danmark A/S and bpost for their clarification and hope that the relevant documentation, especially at the UPU level (parcel compendium), will be updated quickly.
