UPU Congress decision: Opening up the UPU to wider postal sector players

· A 𝐬𝐭𝐞𝐩-𝐛𝐲-𝐬𝐭𝐞𝐩 𝐚𝐩𝐩𝐫𝐨𝐚𝐜𝐡 𝐰𝐢𝐥𝐥 𝐛𝐞 𝐩𝐮𝐫𝐬𝐮𝐞𝐝 𝐢𝐧 𝐭𝐡𝐞 𝐧𝐞𝐱𝐭 𝐜𝐲𝐜𝐥𝐞 and analysis is to be conducted and presented by the CA at an extraordinary Congress in 2023 (also fixed by UPU Congress today);
· 𝐔𝐏𝐔 𝐂𝐨𝐧𝐬𝐮𝐥𝐭𝐚𝐭𝐢𝐯𝐞 𝐂𝐨𝐦𝐦𝐢𝐭𝐭𝐞𝐞 𝐢𝐬 𝐭𝐨 𝐛𝐞 𝐫𝐞𝐟𝐨𝐫𝐦𝐞𝐝 Congress decided that the Consultative Committee shall consist of non-governmental organizations; philanthropic entities; #standardization, financial and #development organizations; suppliers of goods and services to the #postal services sector; #transportation entities and other private sector entities; organizations of individuals and companies which have an interest in supporting the mission and objectives of the Union.
The #UPU CC is free to determine its own structure, organize meetings as deemed appropriate, within the boundaries endorsed by the CA through the CC Rules of Procedure.
The UPU CC is representing the wider postal sector players directly to CA and POC, including submitting reports and #recommendations and giving opinions to the two Councils; as well as making recommendations to Congress.
The operational costs of the Consultative Committee are to be shared by members of the Consultative Committee.
· 𝐏𝐫𝐨𝐝𝐮𝐜𝐭𝐬 𝐚𝐧𝐝 𝐒𝐞𝐫𝐯𝐢𝐜𝐞𝐬 𝐨𝐟𝐟𝐞𝐫𝐞𝐝 𝐛𝐲 𝐭𝐡𝐞 𝐔𝐧𝐢𝐨𝐧 𝐰𝐢𝐥𝐥 𝐛𝐞 𝐨𝐩𝐞𝐧𝐞𝐝 𝐮𝐩. The access policy is based on several important principles, including: maintaining the integrity and independence of the Union; no unfair advantage to any group or individual player; wider postal sector payment for access to Union products and services; proper #security mechanisms in place to ensure data protection and privacy; principles of necessity, proportionality, non-discrimination and avoidance of market distortion to take into account wider postal sector participation; non-discriminatory, country-specific, market-based, cost-covering payments for access.
