While the 27thย #UPUย Congress fully supported the motion to includeย #developmentย of the ecommerceย #productย market for both inbound and outbound mail in the IPP for 2022โ2025, and that this should continue to be a priority for the next cycle, it has failed to make the trackedย #deliveryย service for inbound letter-post items containing goods mandatory.
The UPU member countries recognized that thisย #service, which is currently optional, does not reflect theย #demandย ofย #ecommerce. More concerningly, untraceable commercial letter items will become increasingly aย #safetyย andย #securityย challenge.
Certain Group III & IV UPU member countries stated that, although they understood the need for tracked delivery and the potential businessย #opportunitiesย it represents, in light of the pandemic, making this service mandatory „would make a bad situation even worse“.
Canada stated that „the UPU is not ready for such a service“. Canada „opposes today, but not forever“, and customers should opt to use the services which are currently available, such as „PRIME“ and „EMS“.
This decision comes at a critical point for the UPU’s global postal network: since 2020 the network has lost 1/3rd of its volume, andย #illicitย #tradeย is increasingly exploiting untraceable delivery options.ย
