Congress updates the UPU´s Integrated Product Plan (IPP)

The 27th #UPU Congress has fully supported the implementation of all recommendations contained in the IPP for 2022 – 2025, and has initiated a request for a Quality of Service Fund (QSF) project to assist member countries (group IV) without the necessary #infrastructure for tracked #delivery when the #service becomes mandatory (pending #decision of Congress).
By adopting the #IPP 2022 – 2025, the UPU member countries have recognized that, while competition in the postal market is fierce and rapidly evolving, especially for ecommerce delivery, designated #operators are ideally placed to exploit the potential offered by ecommerce. However, to compete successfully they must ensure reliable delivery and continue to innovate to keep pace with the changing needs of #consumers and e-sellers.
𝐒𝐮𝐦𝐦𝐚𝐫𝐲 𝐨𝐟 𝐭𝐡𝐞 𝐚𝐝𝐨𝐩𝐭𝐞𝐝 𝐈𝐏𝐏 𝐫𝐞𝐜𝐨𝐦𝐦𝐞𝐧𝐝𝐚𝐭𝐢𝐨𝐧𝐬:

1. 𝐂𝐮𝐬𝐭𝐨𝐦𝐞𝐫 𝐧𝐞𝐞𝐝𝐬 – 𝐚𝐧𝐝 𝐭𝐡𝐞 𝐔𝐏𝐔 𝐫𝐞𝐬𝐩𝐨𝐧𝐬𝐞:
· Develop and modernize specific supplementary services;
· Make tracked delivery services mandatory (at least for letter-post items containing goods);
· Develop framework to enable delivery duty paid (DDP) and pre-registration transaction for postal traffic;
· Improve the current UPU processes for merchandise returns service;
· Improve factors such as speed of delivery, customer enquiry service, and easy customs clearance;
· Product development activities should be aligned with the IPP principles of the „menu approach“ and „simplicity“.
2. 𝐌𝐚𝐫𝐤𝐞𝐭 𝐧𝐞𝐞𝐝𝐬 – 𝐚𝐧𝐝 𝐔𝐏𝐔 𝐫𝐞𝐬𝐩𝐨𝐧𝐬𝐞
· Increase Posts share in the „over 2KG“ #market while supporting their under 2KG share;
· Meet new #technology needs;
· The IPP menu of services should clearly define „visibility“ tracking standards;
· Improve delivery #reliability;
· Develop both the ecommerce product and letter-post #market;
· Develop a more logical positioning of #services features and supplementary services.
