𝗧𝗵𝗲 𝗣𝗼𝘀𝘁𝗮𝗹 𝗣𝗿𝗼𝘀𝗽𝗲𝗿𝗶𝘁𝘆 𝗭𝗼𝗻𝗲 (𝗣𝗣𝗭):
𝗣𝗮𝗿𝘁 𝟮: 𝗪𝗵𝗮𝘁 𝗶𝘀 𝗮 𝗣𝗼𝘀𝘁𝗮𝗹 𝗣𝗿𝗼𝘀𝗽𝗲𝗿𝗶𝘁𝘆 𝗭𝗼𝗻𝗲 (𝗣𝗣𝗭) 𝗣𝗿𝗼𝗷𝗲𝗰𝘁, 𝗮𝗻𝗱 𝘄𝗵𝗮𝘁 𝗮𝗿𝗲 𝗶𝘁𝘀 𝗴𝗼𝗮𝗹𝘀?

The rise of global marketplaces and their advanced supplychains, and the growing digitalrequirements of authorities and regulations have placed traditional Designated Operators (DOs) under significant pressure. The UPU CC Postal Prosperity Zone (PPZ) initiative offers solutions.

𝗪𝗵𝗮𝘁 𝗶𝘀 𝗮 𝗣𝗣𝗭 𝗽𝗿𝗼𝗷𝗲𝗰𝘁?

A PPZ project integrates DOs into globalecommerce supply chains by simplifying business and operations for commercial suppliers. This is achieved through globally standardized tools; strengthening collaboration between DOs, private players and authorities; and upgrading DOs’ digital, technical and operational capabilities.

PPZ projects are designed to modernize DOs and re-establish them as competitive players in the ecommerce ecosystem. Each project focuses on:

𝟭. 𝗦𝘁𝗿𝗲𝗮𝗺𝗹𝗶𝗻𝗶𝗻𝗴 𝗜𝗧 𝗶𝗻𝘁𝗲𝗴𝗿𝗮𝘁𝗶𝗼𝗻: Connecting DOs with commercial suppliers via a standardized IT interface. The interface is based on the existing UPU IT System (IPS/CDS) and is fully compliant with UPU standards and regulation, enabling theseamless exchange of Electronic Advance Data (EAD);

𝟮. 𝗕𝘂𝗶𝗹𝗱𝗶𝗻𝗴 𝗶𝗻𝗳𝗿𝗮𝘀𝘁𝗿𝘂𝗰𝘁𝘂𝗿𝗲: Creating customs and logistics hubs (PPZ eHubs) based on the postal IMPC model to meet modern market demands;

𝟯. 𝗘𝗻𝗵𝗮𝗻𝗰𝗶𝗻𝗴 𝗰𝗮𝗽𝗮𝗯𝗶𝗹𝗶𝘁𝗶𝗲𝘀: Upgrading DOs’ digital and operational infrastructure and solutions; and

𝟰. 𝗙𝗮𝗰𝗶𝗹𝗶𝘁𝗮𝘁𝗶𝗻𝗴 𝗽𝗮𝗿𝘁𝗻𝗲𝗿𝘀𝗵𝗶𝗽𝘀 𝗮𝗻𝗱 𝗯𝘂𝘀𝗶𝗻𝗲𝘀𝘀 between DOs and commercial suppliers, supported by UPU CC, as equal partners within the PPZ initiative.

The Morocco PPZ pilot project successfully created a blueprint which is now in Romania and Nigeria. PPZ projects are highly structured (4 modules) and standardized, ensuring a quick start and short-term results. Each is adapted to reflect localregulations, capabilities, and strategic priorities.

𝗘𝗮𝗰𝗵 𝗣𝗣𝗭 𝗽𝗿𝗼𝗷𝗲𝗰𝘁 𝗺𝗮𝘆 𝘀𝗲𝘁 𝗶𝘁𝘀 𝗼𝘄𝗻 𝗻𝗮𝘁𝗶𝗼𝗻𝗮𝗹 𝗽𝗿𝗶𝗼𝗿𝗶𝘁𝘆

DOs are also invited to set priority topics. In Morocco, this was developing the standardized ITintegration which is currently being tested by SF Express. The PPZ Romania project is planning and implementing a PPZ eHub at Oradea Airport, to serve as a new postalgateway for ecommerce to the EU. Working in cooperation with the Romanian customsauthorities and commercial partners, it will set newstandards in digitization, automation and risk assessment/security for cross-border ecommerce.
