𝗨𝗣𝗨 𝗘𝘅𝘁𝗿𝗮𝗼𝗿𝗱𝗶𝗻𝗮𝗿𝘆 𝗖𝗼𝗻𝗴𝗿𝗲𝘀𝘀 𝗶𝗻 𝗥𝗶𝘆𝗮𝗱𝗵 (𝗣𝗮𝗿𝘁 𝟮)

𝗧𝗵𝗲 𝗨𝗣𝗨 𝗖𝗼𝗻𝗴𝗿𝗲𝘀𝘀 𝗶𝗻 𝗥𝗶𝘆𝗮𝗱𝗵 𝗶𝘀 𝘁𝗵𝗲 𝗨𝗣𝗨’𝘀 𝗿𝗲𝘀𝗽𝗼𝗻𝘀𝗲 𝘁𝗼 𝘁𝗵𝗲 𝗰𝗵𝗮𝗻𝗴𝗶𝗻𝗴 𝗺𝗮𝗿𝗸𝗲𝘁, 𝗰𝗼𝗺𝗽𝗹𝗶𝗮𝗻𝗰𝗲, 𝗮𝗻𝗱 𝗿𝗲𝗴𝘂𝗹𝗮𝘁𝗼𝗿𝘆 𝗲𝗻𝘃𝗶𝗿𝗼𝗻𝗺𝗲𝗻𝘁.

The massive growth of (cross-border) #ecommerce has led to a fundamental change in the #postalmarket. The traditional postal model in which designated operators (#DOs) cooperate exclusively has been replaced by a fragmented #supplychain in which DOs #cooperate with a multitude of wider postal sector players (WPSPs). It is only recently that these #WPSP have started playing a relevant role in the traditionally DO-dominated #UPU.

The UPU #AbidjanCongress in 2021 agreed the initial steps to upgrade the UPU Consultative Committee (UPU #CC) and open its direct #membership to WPSP.

This decision has proved to be a resounding #success. A number of key players in the postal sector including #Amazon, the #ChinaExpressAssociation (which accounts for more than 50% of global ecommerce), #DPD, #PitneyBowes, and #Toshiba have already joined the UPU CC since July 2022, proving that there is market demand for the UPU’s offer of strengthening #cooperation with DO within the UPU #framework.

𝗖𝗼𝗻𝗴𝗿𝗲𝘀𝘀 𝗱𝗶𝘀𝗰𝘂𝘀𝘀𝗶𝗼𝗻 𝘁𝗼𝗽𝗶𝗰: “𝗙𝘂𝗿𝘁𝗵𝗲𝗿 𝗼𝗽𝗲𝗻𝗶𝗻𝗴 𝘂𝗽 𝗼𝗳 𝘁𝗵𝗲 𝗨𝗣𝗨 𝘁𝗼 𝘄𝗶𝗱𝗲𝗿 𝗽𝗼𝘀𝘁𝗮𝗹 𝘀𝗲𝗰𝘁𝗼𝗿 𝗽𝗹𝗮𝘆𝗲𝗿𝘀”

A UPU task force was formed which – after comprehensively surveying #publicauthorities, DOs, and WPSP – submitted a series of proposals for adapting the UPU’s institutional framework and access to UPU products and services.

Its key proposal to #Congress, concerning the #organisation and #rights and reached by consensus, is to allow the WPSPs to actively engage in the work of the #Union.

6 changes to the Consultative Committee (CC) model are proposed:

1. Lines of reporting within the UPU organizational structure: CC shall report functionally to both the CA and the #POC.
2. Membership composition: Notable #stakeholders such as academic and #researchinstitutions may also become CC members.
3. Process for approval of #membership applications: The requirement for member countries to endorse applications prior to their submission to the UPU shall remain.
4. UPU CC structure: Maintain the status quo of the structure of thematic chapters of the CC.
5. Representation and attendance: Decisions to exclude CC members for reasons of confidentiality should follow agreed processes, and the affected CC members should be notified in advance.
6. Submission rights to UPU bodies: Proposals, input, comments, and opinions may be submitted where relevant to the topic under discussion.
