𝗨𝗣𝗨 𝗘𝘅𝘁𝗿𝗮𝗼𝗿𝗱𝗶𝗻𝗮𝗿𝘆 𝗖𝗼𝗻𝗴𝗿𝗲𝘀𝘀 𝗶𝗻 𝗥𝗶𝘆𝗮𝗱𝗵 (𝗣𝗮𝗿𝘁 𝟰)

𝗢𝗻 𝗠𝗼𝗻𝗱𝗮𝘆 𝗮𝗻𝗱 𝗧𝘂𝗲𝘀𝗱𝗮𝘆, 𝘁𝗵𝗲 𝗨𝗣𝗨 𝗖𝗼𝗻𝗴𝗿𝗲𝘀𝘀 𝗱𝗶𝘀𝗰𝘂𝘀𝘀𝗲𝗱 𝗮𝗻𝗱 𝗮𝗱𝗼𝗽𝘁𝗲𝗱 𝗮 𝘀𝗲𝗿𝗶𝗲𝘀 𝗼𝗳 𝗽𝗿𝗼𝗽𝗼𝘀𝗮𝗹𝘀 𝗱𝗲𝘀𝗶𝗴𝗻𝗲𝗱 𝘁𝗼 𝗲𝗻𝗵𝗮𝗻𝗰𝗲 𝘁𝗵𝗲 𝗽𝗮𝗿𝘁𝗻𝗲𝗿𝘀𝗵𝗶𝗽 𝘄𝗶𝘁𝗵 𝘄𝗶𝗱𝗲𝗿 𝗽𝗼𝘀𝘁𝗮𝗹 𝘀𝗲𝗰𝘁𝗼𝗿 𝗽𝗹𝗮𝘆𝗲𝗿𝘀 (𝗪𝗣𝗦𝗣) 𝗮𝗻𝗱 𝗲𝘅𝗽𝗮𝗻𝗱 𝘁𝗵𝗲𝗶𝗿 𝗿𝗲𝗹𝗮𝘁𝗶𝗼𝗻𝘀𝗵𝗶𝗽 𝘄𝗶𝘁𝗵 𝘁𝗵𝗲 𝗨𝗣𝗨

The 4th UPU Extraordinary Congress is currently meeting in Riyadh. It is discussing and adopting proposals designed to future-proof the #postalsector by enhancing the UPU´s #engagement with wider postal sector players (#WPSPs). These are #operators, service, #technology, and #solutions providers working across the digitalized and fragmented postal supply chain who are neither #government representatives nor postal operators designated by UPU member countries.

𝗢𝗽𝗲𝗻𝗶𝗻𝗴 𝘁𝗵𝗲 𝗨𝗣𝗨 𝘁𝗼 𝘁𝗵𝗲 𝗪𝗣𝗦𝗣 𝘃𝗶𝗮 𝘁𝗵𝗲 𝗼𝗿𝗴𝗮𝗻𝗶𝘇𝗮𝘁𝗶𝗼𝗻’𝘀 𝗖𝗼𝗻𝘀𝘂𝗹𝘁𝗮𝘁𝗶𝘃𝗲 𝗖𝗼𝗺𝗺𝗶𝘁𝘁𝗲𝗲 (𝗨𝗣𝗨 𝗖𝗖) 𝗵𝗮𝘀 𝘀𝘁𝗿𝗲𝗻𝗴𝘁𝗵𝗲𝗻𝗲𝗱 𝘁𝗵𝗲 𝗶𝗻𝘀𝘁𝗶𝘁𝘂𝘁𝗶𝗼𝗻’𝘀 𝗳𝗿𝗮𝗺𝗲𝘄𝗼𝗿𝗸

– WPSP continue to be members of, and are organized through, the UPU CC; 
– UPU CC members are allowed and encouraged to submit proposals, #input, and opinions to the UPU´s decision making bodies and to attend meetings of all UPU bodies (without the right to #vote); 
– The new “Knowledge Institutions” #membership type has been created to facilitate membership of #academic or research entities working with the sector.

𝗗𝗲𝗰𝗶𝘀𝗶𝗼𝗻𝘀 𝘁𝗼 𝗼𝗽𝗲𝗻 𝘁𝗵𝗲 𝗨𝗣𝗨 𝘁𝗼 𝗪𝗣𝗦𝗣 𝗽𝗿𝗼𝗱𝘂𝗰𝘁𝘀 𝗮𝗻𝗱 𝘀𝗲𝗿𝘃𝗶𝗰𝗲𝘀

– The proposal specifies 3 voluntary and #commercial #models for accessing the UPU postal #network in order to encourage seamless integration; 
– The UPU will work to establish the #operational, technical, #legal and #policy frameworks needed to facilitate the #exchange of postal items between national postal operators and WPSPs, as well as an interface allowing WPSPs to capture and generate postal #data required to ship items through the UPU’s universal postal network.

From the perspective of the WPSP and the #market, this is a very welcome #development. Achieving a multilateral interoperability framework will require #resources, a #riskanalysis and further congress decisions in the future. WPSPs are #exchanging and #cooperating with #DOs (albeit to date often without UPU involvement). The #marketdemands immediate #solutions. This UPU initiative will be accompanied and complemented by initiatives and #projects from interested UPU members and their DOs.

This process of continual #reform will ensure that the UPU continues to modernize amidst rapid market changes and growing #competition.

The Congress is still underway. We expect further lively #discussions and decisions to be taken which will #impact the further #development of the postal sector.
