Recognizing the challenges outlined in Part I, the wider postal sector players (#WPSP) are now actively turning these into unique opportunities forย #UPUย destination designated postal operators (D-DO), especially in less and least developed countries.
Opportunities for D-DOs:
I. Decisions taken by the UPU 192 member countries enable full interconnectivity ofย #electronicretailย interfaces to D-DOย #worldwideย via POST*NET. As the unifier ofย #networksย andย #solutions, the UPU specifies the simplifiedย #dataย necessary for postal consignments containing goods/merchandise in theย #WCO/UPU Global Postal Model (#GPM).
II.Electronicย #retailย interfaces canย directlyย #interconnectย to D-DO forย #deliveryย in the designatedย #destinationย postalย #territory. No intermediary is necessary. One access to 192 member countries.
III.ย The UPU has made globally-harmonised electronic advanced data (#EAD) mandatory (WCO/UPU GPM). Parties wishing interconnect to D-DOs using EAD shall be certified via UPU CC (Platinum membership) &ย #PTC. All D-DOs are connected to the UPU POST*NET and canย #exchangedataย on postal consignment level with certified and uniquely identified parties.
IV.ย The UPU has re-instated its unique transport ID (UPU S26). Thisย #transportIDย (#barcode) can be linked to the D-DO and is a commercial barcode: no re-labelling is necessary; seamless nesting into container forย #cargoย is possible; and the D-DO remains theย #gatewayย toย #customsย and transportย #securityย at destination.
V.ย UPUโs global interconnectivity allowsย #beneficialย customs andย #importย clearance with highestย #dataquality, including HS 6 digit, usingย #dataย taken directly from the electronicย #retailย interface Point of Sale.
VI.ย Anchoring the commercial UPUย #transportย #IDย to the D-DO allowsย #importย compliance,ย #taxย collection, transport security via D-DO, as well as pre-network adjustment due to volumeย #transparency.
VII.ย Linking the D-DO directly to the electronic retail interface, using a compliant transport ID as a gatekeeper for access to EAD on postal consignment level, as well as facilitating switching toย #cargoย and from cargo toย #lastmiledeliveryย arriving at destination allows fullย #controlย andย #supervisionย ofย #commercialcontracts, and the necessaryย #visibilityย on item level for allย #partnersย andย #stakeholders, including competent authorities (#customs).
